Give Parts Managers the ability to monitor "Customer Tickets" of their employees

As our Parts Teams are communicating with the PSS PDC teams, we would like Parts Managers and admins to be able to monitor our Parts Specialists' "Customer" tickets that have been filed with the Internal Deere teams. This will allow us to keep a pulse on communication between our Parts Specialists and the Internal Deere Team.
