Problematic reopening of EC tickets.

I have noticed other EC users outside our organization are able to reopen tickets to the last advisor within our organization. This proves to be problematic as the last advisor may not be working on shift when the ticket is reopened. Is it possible to disallow the reopening of previous tickets and create new by default? We'd still be able to merge the new and old tickets as necessary.
